    You seem to have an original idea here.  We could not find a ‘Pet Mall’ like you described.  There are dog friendly malls but of course these have human stores.  Your mall should be expanded to include all pets (not just dogs) so your retail space can be expanded to cats, fish, gerbils, etc.  You can have a pet park, pet restaurants, pet potty’s!  This would be a PetSmart retail store on steroids.  Veterinarians could have offices, pet boarding would be available.  The more we think about this the more the possibilities seem endless.  Making the space affordable to the retailers would be key.
