This is such a great idea we did some searching.  We found these products on the market -Glow in the dark bubble bath (linked to product) and Tekno Bubbles (linked to product).  It seems that the bubble bath product requires no special lighting.  However, ALL of the traditional kids bubble products require black lighting which increases cost and can be cumbersome.  We found one site that offered self-illuminating bubbles (no black light required) but discovered that they were not taking orders and the site’s copyright date is 2002 so that looks like a dead product.  The Tekno product is patented.  We could not find a product that matches your idea:  a self illuminating bubble.  As for me, I’m getting some of the glowing bubble bath for me and the wife!
